Abstract

AbstractThe period of nation-building following Indonesia’sindependence is still little documented. The creationof Bali’s tourist industry during the colonial period isbetter documented that the re-creation of the industry inthe post-War period. This period is important because itwas Balinese who became the main agents of the rebornindustry. The industry was built on three main pillars, theprovision of accommodation, the creation of souvenirsthrough the “Artshops”, and the creation of itineraries.Building on the remnants of the colonial period, Balineseresponded to interactions with a number of key Westernfigures, using them as guides to Western tastes and needs.Although the strategy of “Cultural Tourism” is usuallyascribed to the Suharto era, it was a product of Balineseagency in the period between 1950 and 1971.

Abstract

AbstractTaking a mutualistic perspective, this article discussesthe role of tourism as a vehicle for the preservation of thesubak, and, conversely, the cultural aspects of the subakas a capital base for tourism. Tourism is a cornerstonein the development of Bali, and, due to several positivecharacteristics, such as its resilience in the face of crises, thebenefits from tourism reach all levels of society. For Bali, the data indicate that 34% of the labor force is employedin this sector, and approximately 52% of Balinese people’sincome has connection to tourism. Its role in generatingthe GDP and PAD (Pendapatan Asli Daerah, or localrevenue) is also very large, which allows the regionaland city governments to implement various developmentinitiatives. The basic capital of Bali’s tourism developmentis culture, especially culture based on agriculture. Because‘rice culture’ is so central to many aspects of Balineseculture, then indeed the basic capital of Balinese tourism isrice culture or subak culture. This article argues that trulytourism has great potential as a vehicle for the preservationof the subak, because tourism could become the market thatsupports agricultural products. There is also the potentialfor developing various types of agriculture-based tourism, such as ecotourism and agro-tourism. Thus, the approachto considering the relationship between agriculture (subak)and tourism should be mutualistic, not dichotomous.

Abstract

AbstractThe future of Bali’s agriculture is at a cross-roads. Tourismand urbanisation are slowly but steadily dismemberingone of the cornerstones of Balinese culture, the subak andits distinct ways of sharing water, cultivating rice andbeautifying the landscape. A combined effort is requiredof farmers, the government and society to rethink andreappraise the value of agriculture for the Balinese peopleand the economy. Such a change of perception needs toconsider the question of adequate compensation for thework farmers do in the fields, grooming 1000 year oldrice terraces, and planting, irrigating, and celebrating rice.To place Bali in a global context, I examine Switzerland’sprotective agricultural policies, rural developmentplanning and community-led initiatives which may offersome unconventional but pragmatic solutions to turn thetables for Bali’s rice sector protecting the subak institution. At last, I envisage a future for the subak and its members, anactive and proud farming community, not only famous riceproducers and fair water sharers but also recognised andappraised for their services to society as cultural landscapepreservers.

Abstract

AbstractIn September and October 2013, only one week apart,Bali hosted two global events in the upper class markettourism resort Nusa Dua. The first event was the MissWorld beauty pageant, and the other one was the APECSummit. Thousands of journalists from all over the worldcovered these events. From a tourism marketing point ofview, these two prestigious events helped Bali boost itspopularity through global mass media. Historically, sincethe early phase of its development, Bali’s tourism industryhas received many benefits from global forces initiallychanneled out through the Dutch colonial power in the firstdecade of the twentieth century and later through nationaland multinational corporations. The recent enlisting byUNESCO of Bali’s cultural landscape as a world heritagesite (2012) provides yet another great example of how Balicontinues to receive global endorsement by world institutions as a unique tourism destination. This paper discusesopportunities and challenges caused by globalizationand localization phenomena in the management of Bali’stourism island destination. Bali’s experiences provide aninteresting example of how global and local stakeholdersdevelop the island tourism in a sustainable manner whileat the same time continuing to preserve its local arts andculture as one of its main attractions. While there aremany examples how both forces contribute to numerousopportunities toward the development of Bali’s tourism,it is also true to state that impacts of globalization causesvarious forms of distraction for the island’s ability to takefull control of its vast move of development.
